2020年,东盟10国和中国、日本、韩国、澳大利亚、新西兰共15个亚太国家正式签署了《区域全面经济伙伴关系协定》(Regional Comprehensive Economic Partnership,RCEP),标志着全球规模最大的自由贸易协定达成。可以预见,RCEP 将带来全局性、综合性的影响,不仅关系到国际经济格局的深度调整,也将立足并超越经济层面,加速区域间人文、 科技、教育、旅游、公共服务等诸多领域的深度变革。因此,对于所有签署国来说,既要利用好 RCEP 加强区域间经贸联系,推动经济增长, 也要抓住 RCEP 的辐射效应促进各行各业高质量发展。

作为一个涉及经济产业、教育科研、技术应用的综合领域,产学研合作将尤享 RCEP 红利,建设产学研深度融合的技术创新体系将成为 RCEP 背景下区域合作与协同发展的重要任务。在中国科学技术协会的倡导下成立的海峡两岸暨港澳协同创新联盟,旨在加强海峡两岸暨港澳地区整合科技与产业资源,开展产学研协同创新,加强知识传播,推动科技成果转移转化,更好地服务国家创新驱动发展战略。粤港澳大湾区是海峡两岸与港澳之间跨区域整合与发展的重要平台,也是辐射东南亚,推动“一带一路”高质量发展及跨区域深度合作的示范区。RCEP 背景下,产教融合创新是交流合作与跨区域创新的新增长点,探讨区域合作,尤其是产教融合合作具有开创性意义。同时,2021 年也是中国和东盟建立对话关系 30 周年,是双方关系发展中具有特殊意义的“大年”。

此背景下,金沙2004路线js5作为中国教育部国别与区域研究基地,联合广东省人民对外友好协会、海峡两岸暨港澳协同创新联盟、广东省国际文化交流中心定于 2021 年 11 月 12-15 日 举办“‘东南亚论坛’2021 国际会议暨粤港澳大湾区产教融合协同创新论坛”。

本次会议不收取会务费,参会代表的往返交通费、住宿费自理。住宿地点为华师大厦酒店(标准间450元/天,商务间550元/天,含一份早餐)或我校周边酒店(价格300-400元/天)。

报到时间:2021年11月12日下午14:00-21:00。

报到地点:我校石牌校区华师国际学术交流中心(亦称华师大厦酒店)(广州市天河区中山大道西69号)一楼大厅。

1. 因疫情原因,本次论坛以线上和线下结合形式举办。目前线下报名已结束,需要纸质版回执(邀请函)的嘉宾请到线下会议报名处索取。

3. 优秀参会论文代表将有机会在11月14日上午举办的专题研讨会上宣读论文,并可推荐至东南亚研究中心主办的学术集刊《东南亚发展评论》刊登,并收录于中国知网、中国集刊网等学术平台。投稿作者敬请留意邮箱回复。

七、防疫要求

1. 会前健康申报

会议筹备期间对所有参会人员进行健康摸排,实施健康告知。告知内容包括:①来穗前,做好自我健康状况监测,确认无发热、咳嗽、乏力、腹泻等症状,14天内无中高风险地区旅居史和中高风险地区人员接触史,方可来穗。②来穗前需做好个人健康申报,并生成绿色行程卡(生成流程:进入微信— 搜索“国务院客户端”—在“国务院客户端”搜索“疫情防控行 程证明”—选择“疫情防控行程卡”—通过验证获取行程卡),健康信息申报应符合广州市政务服务数据管理部门有关规定和要求。③11月12日线下报道人员需提交健康码/行程卡截图,发送至会议邮箱,并于报道现场出示

2. 会议期间防疫要求 

(1)嘉宾在进入会场时,必须佩戴口罩,并自觉接受工作人员进行体温测量。经测量,体温无异常的,方可进入会场。

(2)嘉宾在进入会场前需及时清洗双手,保持手部卫生,会场将准备充足的医用一次性口罩,以供忘记佩戴口罩的嘉宾使用。

(3)嘉宾进入会场,需按照位置标签贴纸隔开座位坐,降低疫情防控风险。

(4)参会人员和工作人员实行会场、酒店“两点一线管理”。参会人员除参加会议活动外,原则上不外出。会议工作人员,除工作需要外,原则上不外出。

3. 应急疫情处置

若出现发热人员,会务工作人员将引导其至校医院发热测温点,由医务人员用水银体温计复测腋温。如复测腋温仍超过37.3℃,由医务人员进行流行病学史问询:①无流行病学史:填写发热人员登记表,指导完成“穗康”小程序“健康自查上报”,指引病人到就近具有发热门诊资质的医院就诊。比如:中山大学附属第三医院;②有流行病史:给患者提供一个医用外科口罩,跟患者保持1米距离,指引患者在临时隔离点等待。医生穿2级防护,详细询问并详细记录患者病史,在保健护士协助下完成“穗康”小程序“疫情线索上报”,致电卫健局并按模板编辑短信发送至电话:19902278010,由区卫生健康局调配专用车辆转送定点救治医院。

Notice of the 2021 International Conference of the "Southeast Asia Forum"& Greater Bay Area Industry-Education Integration Innovation Forum


Unifying the preexisting bilateral agreements between the 10-member ASEAN and five of its major trade partners, China, Japan, South Korea, Australia and New Zealand, the Regional Comprehensive Economic Partnership (RCEP) was signed on 15 November 2020, which is the world’s largest free trade agreement. It is foreseeable that RCEP will bring a global and comprehensive impact, which is not only related to the in-depth adjustment of the international economy, but also to the acceleration of adjustment in the cross-regional humanities, science and technology, education, tourism, public services, and other fields. Therefore, for all signatories, it is necessary to make good use of RCEP to strengthen cross-regional economic and trade ties to promote economic growth, and equally important, to seize the radiation effect of RCEP to promote the high-quality development of various industries.

As a comprehensive field involving economy, industry, education, scientific research, and technology application, the Industry-University-Research Cooperation will especially enjoy the RCEP dividend. Meanwhile, an construction of a technological innovation system that integrates 

Industry-University-Research will become an important task for regional cooperation and collaborative development within the RCEP background. Under the initiative of the China Association for Science and Technology, the Cross-Straits and Hong Kong-Macao Collaborative Innovation Alliance was established to strengthen the integration of science and technology and industrial resources across the Taiwan Strait and Hong Kong and Macau, carry out collaborative innovation of industry, university and research, strengthen knowledge dissemination, and promote the transfer and transformation of scientific and technological achievements in order to serve the National Strategy of Innovation-Driven Development. The Guangdong-Hong Kong-Macao Greater Bay Area is an important platform for cross-regional integration and development between the two sides of the Taiwan Strait and Hong Kong and Macau. It is also a demonstration zone that radiates Southeast Asia and promotes the high-quality development of the “Belt and Road” and in-depth cross-regional cooperation. Within the RCEP background, the integration and innovation of industry and education is a new growth point for exchanges and cooperation and cross-regional innovation. The discussion on regional cooperation, especially the integration and cooperation of industry and education, is of groundbreaking significance. At the same time, 2021 also marks the 30th anniversary of the establishment of dialogue relations between China and ASEAN. It is a "great year" of special significance in the development of bilateral relations.

2.  The Theme and Main Topics of the Conference

The theme of this conference is “Regional Cooperation and Collaborative Development within the RCEP Background”

The main topics for discussion of this conference include:

(1)  Cross-regional Economic and Trade Cooperation between the Guangdong-Hong Kong-Macao Greater Bay Area and Southeast Asia within the RCEP Background;

(2) The Resetting and Expansion of Regional Educational and Cultural Exchanges and Cooperation in the Continuing Phase of Anti-COVID-19 within the RCEP Background;

(3) Directions, Priorities and Strategies of Regional Industry-university-research   within the RCEP Background;

(4)  Key Issues and Major Challenges of Multilateralism in Southeast Asian Regional Cooperation within the RCEP Background

4.Conference Fees

The conference does not charge a registration fee. However, Participants are supposed to pay for their own traveling fees to and from Guangzhou and accommodation fee in Guangzhou. Accommodation can be provided by Huashi Hotel (450 RMB per day for standard room, 550 RMB for business room) or hotels around South China Normal University (300 to 400 RMB per day).

7. Participation Notes

(1) Due to the epidemic situation, the forum is held in the mode of both online and on site. On site registration has finished. Guests who need an invitation letter could ask for it at the offline registration site.

(2) The conference will be broadcast live across the globe through zoom meeting in both Chinese and English. Live broadcast time starts at 9:00 (Beijing time) November 13, 2021 (the duration of the conference is 2 days).

(3) Excellent submitted papers will have the opportunity to be presented at the symposium held on the morning of November 14, and can be recommended to publish in the academic journal Southeast Asia Development Review organized by Center for Southeast Asian Studies SCNU, and will also be recorded on academic platforms such as CNKI and China Collected Papers Net. 8.  Epidemic prevention requirements

 (1) Pre-conference health declaration

During the preparatory period of the conference, all offline participants should undergo health screenings and conduct health declaration: ① Do a good job of self-health monitoring, confirm that there is no fever, cough, fatigue, diarrhea and other symptoms, no travel history and contact history of medium and high risk areas within 14 days before you come to Guangzhou. ② Participants are required to make personal health declaration and generate a green travel card (Generation process: Enter WeChat - search "State Council" mini program - search "Epidemic Prevention and Control Travel Certificate" - select "Epidemic Prevention and Control Travel Card" - Obtain travel card through verification). Health information declaration should comply with the relevant regulations and requirements of Guangzhou Municipal Government Affairs Data Administration. ③Offline participants are required to submit screenshots of their health code/travel card to the conference email, and show them before entering the conference site on 12th November.

(2) Epidemic prevention requirements during the conference

a. All the Guests are required to wear masks when entering the venue and accept temperature measurement consciously. Only participants with normal body temperature are allowed to enter the venue.

b. Offline participants are required to wash their hands with sanitizer and maintain hand hygiene before entering the venue. Sufficient disposable medical masks will be prepared for guests who forget to wear masks.

c. When entering the venue, guests are required to sit apart according to labels on the chairs to cooperate epidemic prevention and control.

d. We are going to implement "two-point-one-line management" between the venue and hotel for all participants and conference staff. Participants are not supposed to go out except for attending the conference. Conference staff are not supposed to go out except as required by their work.

(3) Emergency response to the epidemic situation

If someone has a fever, the staff will guide him/her to the temperature measurement point of the school hospital, and the medical personnel will measure his/her axillary temperature again with mercury thermometer. If the axillary temperature is still higher than 37.3℃, the medical personnel shall inquire about his/her epidemiological history: ① Patients without  epidemiological history: Fill in the fever registration form, help him/her to complete "Health self-examination and reporting" in the "Suikang" mini program, and guide the patient to the nearest hospital with fever clinic qualification. For example, the Third Affiliated Hospital of Sun Yat-sen University; ② Patients with epidemic history: Provide a surgical mask to the patient, keep a distance of 1 meter from the patient, and guide the patient to wait at the temporary isolation point. Doctors need to wear level 2 protective clothing, make detailed inquiries and record the patient's medical history, complete "Epidemic clue Reporting" in the "Sui Kang" mini program with the assistance of health nurses, then call the Health Bureau and edit text message according to the template and send it to the telephone number: 19902278010. The District Health Bureau will allocate a special vehicle to transfer the patient to the designated hospital.
